Comments and Replies

In Outlook 2003 my "comments and replies" is greyed out! It cannot be selected. I want to include this in my replies. Anyone have any suggestions?

What format are you using for the mail message -- plain text, HTML, RTF?
Are you using Word as your e-mail editor?
