No, but I found that clicking on Format > Format Comment > Properties and then clicking on "Move and Size With Cells" seems to have fixed the problem. Apparently, even when I was not moving or resizing any cell in the worksheet, the comments were moving anyway. At least so far, they seem to be staying put.
