Comments staying on page

Is there any way to force a comment to stay on the same
page as the text it refers to?

The comment marker is fixed and the comment itself appears as a
floating tooltip or in its own pane. Please explain what you mean. Are
you sure you don't mean footnote?

I expect he's talking about comment balloons. If there are too many for the
space on the page (or if enough space has not been set aside), some will run
over to the next page or the end of the document. On the Track Changes tab
of Tools | Options, the "preferred width" for the document text can be
reduced to allow more room for the marginal balloons.
