I am trying to rpoduce an A4 publication in publisher to be sent to a
commercial printer. I am having trouble setting the page up with bleed marks,
does anyone have any useful tips whcih may help?

Ask your printer how they would like the page. They will almost certainly
have a preference.

For example, we prefer files to arrive without crop marks, bleed marks,
colour bars and other "useful" additions. We only have to strip them off and
add our own.

Set the document size to be the finished size of your publication. Objects
which are to bleed should be placed over the edge of the page: usually 3mm
as a minimum. If it is more, it doesn't matter.

If you are giving the printer the Publisher file, that's all you need to do.
Just use Pack and Go.

If you want to print your job with crop marks etc. just turn them on in the
print dialogue. Remember that you will have to print on a sheet bigger than
the document size.
