Common Dialog ActiveX Control - License

I'm running Access 2003 and want to use the common dialog control and the
runtime environment in my application. I was told that I could get access to
those by purchasing and installing Visual Studio .NET 2003, but after
installing visual studio, I still get an error when trying to place the
Common Dialog ActiveX Control on a form. What do I need to do to gain access
to these functions?

You can obtain free API code that will do nearly everything the common dialog
control does and not have to license anything or put up with the versioning
problems that are inevitable when you use the ActiveX control.
