Compatibility and Track Changes

I have a document that has track changes and Word 97 Compatibility. I first
accept all of the changes in the document, do a Shift, Ctrl +ED to turn off
track changes, change the compatibility to Word 2002 (which we are using) and
save the document. When I open a newly created document, it still has track
changes active and the compatibility is Word 97 - any ideas?
