compatibility issues

A user sent me an Excel 2007 spreadsheet.

One user can open it with Excel 2000. (no compatibility pack)

Another user can open it with Excel 2003. (no compatibility pack)

I cannot open it in Excel XP 2002 SP3.
I downloaded and installed the compatibility pack.
Still cannot open it. Excel crashes.
I've asked all users to save backwards and into other formats.
Still cannot open it. Excel crashes.

Is there a way to resolve this?
