Compatibility Pack for Office 2007 installs to comps w/Office 2007

I extracted the msi from the exe archive and deployed it via GPO which worked
ok. Then I realized that computers with Office 2007 on them also had the
compatibility pack installed!

After some head scratching I was able to determine:
1) The fileconverters.exe when launched will check the version of MS Office
and report it can't install the compat pack if you have Office 2007.
2) The extracted O12Conv.msi does not check if you have office 2007
installed- it just goes ahead and installs the CP with minimal interface.

I cracked open the O12Conv.msi with winstall LE and looked at the "launch
conditions" for the package and there is only one- it checks to make sure
you've got win2003 svr, winXP SP1 or win2000SP4. That's it.

Unless I missed something- are you kidding MS? You actually didn't set a
launch condition on the MSI to check for the existence of Office 2007 itself?!

It doesn't seem to affect office 2007 negatively but I removed the compat
pack on a test PC that got it.
