% Complete Updates are Inconsistent

Good morning
We have a new problem in working with Project Server 2002 and Project
Professional 2002. In this situation (fixed duration plan) the team
member on a task submits a 100% complete and the project manager
accepts it. When MSProject opens up, the update is applied, but it is
in a range of 95%-97% (there is only one resource with 100%
availability on the task). The project manager then has to update the
field to 100% and republish. What could be causing this? We have been
working with Project Server 2002 for over a year, and this has been
reported recently on two plans.
