Well...since that will set every installed Office application back to
their defaults then yes that would remove an installed language since
they are stored under:
HKEY_CURRENT_USER\Software\Microsoft\Office\<version>.0\Common\Languag
eResources
However resetting all of the Office application defaults could be a
little drastic for some since you lose all of your personal
preferences stored in the Registry for Word, Excel, PowerPoint,
Access, Outlook, FrontPage, Publisher, your Office Shortcut bar, etc.
Not to mention, why use a jack hammer to rectify a problem when a pair
of tweezers will accomplish the job but do less damage?
Should it happen again, go to Start/Programs/Microsoft Office
Tools/Microsoft Office Language Settings and remove those languages
you are not using.

I went through developer support at Microsoft and this is what we did
to correct the problem.
We renamed the following registry key, and restarted Word:
Run regedit
Hot Key Current User\Software\Microsoft\Office
It now works just fine.
