computer states cannot open the outlook window

I am runing Windows 7 with Outlook 2007. Without warning Outlook would not
open 'hotlinks' in a commercial email I had been sent stating that the system
settings had changed and to contact the administrator (me). I added the
email sender to my approved list of senders but it would not open the links.
Later when I tried to get back into email via Outlook 2007 it failed to open
and an information box states 'Cannot start Microsoft Office Outlook. Cannot
open the Outlook window'. Help please! John

It's probably this:

Close Outlook. At the Start search field on Vista or Windows7 Start menu or
in the Start menu, Run command (Windows key + R), type

outlook.exe /resetnavpane

Then press Enter (or OK button) to restart Outlook.

Note: Make sure there is a space between the words
