Computer using Windows 95 automatically prints "pqrstuvwxyz" and other
symbols everytime I start it. How do I stop it from doing this?

Why are all these off-topic posts appearing?

Looking at the headers I see that they are all from a "CDO client" using the
same IP (10.40.1.29
). Is this the MSN or Microsoft web interface to these groups?

Yes, that's the Microsoft Web interface. The reason why so many off-topic
posts appear in this group appears to be because the users are dumped into
the Newsgroups without any instructions, and this group appears first in the
list.
