Concatenation in a CountIf

I have a formula that returns a number in cell A4.
Another formula in cell K2, =COUNTIF(K13:K301,"1").
From the result in cell A4, is there a way to concatenate that into the
section of K2’s formula replacing the 301 with A4’s result?

Stumped by syntax,
