Perhaps sufficient for the OP's needs, but it returns only rough equivalent
Lotus 123 Release 2 numeric formats. For example,

Cell Displays Number Format CELL("Format",.)
________________________________________________________________________

06/21/2004 mm/dd/yyyy D4
06/21/04 mm/dd/yy D4
06-21-2004 mm-dd-yyyy D4
06-21-04 mm-dd-yy D4
06/21/2004 12:00:00 AM mm/dd/yyyy hh:mm:ss AM/PM D4
20040621 yyyymmdd G
