Conditiona format based on format of another cell

can i conditionally format a cell based on the shading of another cell.

e.g. i cell A1 is green shade C1 green.

If A1 is conditionally formatted use the same rule to apply cf to C1.

If A1 isn't conditionally formatted then why is A1 colored green?

Use the logic of *WHY* A1 is green to apply the cf to C1.
