Conditional format based on another field value

Can someone please tell me the correct expression to use for this conditional
format? I want the current field value to display differently based on the
field value of [QTY_REO]. Something like this:

Condition 1:
Field Value Is less than or equal to =[QTY_REO]

but this isn't working. I've tried many other variations as well plus
different expressions under Expression Is but can't seem to get it to work.
Any suggestions?

Sorry to have bothered everyone, but my problem was that my control source
was trying to pull a field that didn't exist is the original query. I have it
working now. Thank you.
