It is, at least up through 2003. I believe the limit has been raised in 2007.

3 conditions you can set using the Conditional Formatting Dialog
1 condition you start with before any of the other 3.
Not sure about 2007, haven't done much with it yet except convert some
existing apps.

I am using 2007, and you are limited to the default and three conditions as
well.
