Configuration Question

In my organization, when a work plan is initiated, the
Project Managaer (PM) specify only the high-level tasks
and assign Resource Managers (RM) to each of these tasks.
The RM further decompose each summary task to it's
detailed tasks and assign his resources to work on them.
We want each RM to accept/reject his resources task's
updates.
We want that only after the RM has accepted the update,
the update will go to the PM for his accept, and only
than, the update will change the work plan.
We don't want each RM to have the ability to write to the
work plan.
How should we configure the system?

You can use Master Plan structure to model this in Project Server. So,
configuration of the system is not so much the issue, as configuring the
plan structure.
