Set it up like a normal account but don't input a server name in the
Incoming Mail (Pop 3) server setup window in the service settings. Just put
in the outgoing server name in the correct Outgoing Mail (SMTP) box.

I think an incoming server name is required. The real solution is to user
Send/Receive>Send/Receive Settings>Define Send/Receive Groups and to modify
the account in the Send/Receive group so that it doesn't receive.
