Configure Calendars centrally to be seen by others

We are using Exchange Server 2003 sp1 and Outlook 2002. If a person books a
meeting with someone else he/she can se if the meeting time is occupied or
not if he/she has configured his/her calender security to "show map" for the
standard user. But can we configure this centrally for all users ?
