Configure contact

I have a ton of names under contacts, but when I open a new e-mail and click
on the "to" a select names box opens up and I can't seem to find my contact
list. I am using outlook for small busniess and am used to the basic outlook.

There's no such thing as "Outlook for small business." Check Help | ABout
and tell us what version of Outlook you're using.
