Conflict Message in Outlook 2003

I have a user who is sending messages and then going back to the same
message and forwarding it to someone else. Just recently when he tries
to do this he gets this message:

Conflict Message: Conflicting edits were made to this item. Open the
item to resolve this conflict.

When he opens it, it opens two items and asks if you want to keep them
or not. How can I avoid these conflict messages??

You are using cached mode? Are there sync errors for it in the sync errors
folder?
