Conflict message on files attempting to publish

I am attempting to publish updated files to a current
website. When the list of files comes up to publish,
about a third of them are marked with a question mark and
a notation "conflict". I can't find anywhere what this
means, and don't want to publish without knowing.

If you are absolutely certain that your local copy is up to date, then
overwrite the pages on the server, otherwise compare both copies.
