Coniguration for File Attachments

In Outlook, how do set the software so file attachmentsd show in the title
area, not in the email portion of the open email screen.

The location of the attachments doesn't depend on a configuration setting,
it's based on the mail format. HTML & Plain Text mails show it in the header
while Rich Text Format mails show the attachments in the body
