Connect to SharePoint Server - tests URLs OK, but can't save changes-error message

I have the following entered on this screen:

1. SharePoint Central Administration URL: https://xx.xx.xx.xx:7979
(public address of CA page)

2. Create a site under this SharePoint URL: https://xx.xx.xx.xx/sites
(again, public address)

When I test the URL for #1, the Administration page comes right up
When I test that the Public Documents site is valid (URL for #2), the
Project Workspace page comes right up

HOWEVER....

When I Save Changes, I receive the following error message:

"Project Server cannot connect to the specified Web server running
Windows SharePoint Services. Please check the HTTP Protocols and the
Port # in both URLs."

Why in the world would I get this error if tests of both URLs are
positive?

Please help!

One more ??

OK, I found Microsoft article # 819643 which appears to address this.
The two possible fixes are:

1. Enable permissions on the SharePoint Adminstration Web Site
2. Run the ProxyCfg Utility

For either of these fixes, is it required to bump your users off first
and/or bounce the server?
