Constantly need to Restart Project Queue service after rebooting.

After any reboot of our MOPS 07 Server the MS Office Project Server Queue
needs to be restarted or items just build in teh queue and never process.
The service starts with the server fine and no errors are thrown, and a
simple restart fixes it.

Any ideas as to what could be going on here. This is a very annoying
problem. Not to mention sometimes it just quits processing and a restart
fixes it then as well.
