Constantly Reloading Navigation

I've noticed some strange behavior lately with the
Navigation bars on several websites I manage. The image
and navigation buttons are re-loading / re-displaying
evertime I go to a different page. I'm using the shared
top border feature in FrontPage. It also seems to be
happening with a site built with Dreamweaver,

This behavior seemed to start a month or two ago.
It occurs on several different sites on different servers
and different ISP's although it is more pronounced on
some. Interestingly,it does not seem to occur when using
Netscape to view the sites.

Has there been a change to IE that is causing this? Any
suggestions would be greatfully accepted.

Hi Bruce,

What is the size of your IE browser cache? Also, there are IE options to force a reload of all graphics.

Mike,
The cache is set at 50 Meg. Also, I usually clear the
cache first before I do any testing.
Which options are you refering to?
I have the Temporary Internet Files option set to
Automatically but it does it even if it is set to Never.
I'ts like it doesn't recognize that the images are in the
cache.

That cache is very small I would up it to at least 1000 mb. I use 3680mb

Those are the options.

I raised the cache to your value and it changed nothing.
I had another web master check her sites and she is
finding the same behavior.
I'm not sure it is IE because I created test webs (same
code) on several different servers at different ISPs and
the behaviour is different on the different servers. All
the servers have Frontpage extensions. Could it have
something to do with that?
I'm going to contact the ISP's to find out the OS &
Server extention versions.
Any other suggestions?

running on different servers with different ISP's.
This one has the problem www.tracymillar.ca/testweb
This one does not www.armchairentertainment.ca/testweb
Both use FP shared borders and the same code.
There are similar test webs using Drean Weaver (testweb4)

One of my ISPs is starting to think it might be related
to FP Server Extensions 4.0.2.5526.

Both sites seem identical and load the nav bar fine (w/o any reloads)

I had my ISP move one ot the sites I'm having problems
with to a different sever running an older version of
FrontPage extensions and the problem dissappeared.
They are now saying this is a Microsoft problem.
To summarize:
I have identical test webs on different servers using
different versions of FP Server extension that display
the navigation bar differently on my & other users IE 6
browsers. The problem is that the images used for the
navigation continuely redisplay as if the are being
downloaded everytime instead of being displayed from the
cache.
My gut tells me this is an IE thing but changing severs
points to FP extensions.
I am totally at a loss as to what is going on. Is this an
IE thing, a FP extensions thing, a web thing?
