I have a project which several people work on. I have set constraints where
it must start on a certain date. However, lets say it must start on July 1,
and today is May 15 they can still go in and mark it 100% complete. Why is
that?

I want them to only be able to mark the task 50% or 100% on the date they
should be starting on it, not before hand. If they are able to mark a task
complete, and I assume it is done, when in reality it isnt, I run into major
problems.

It sounds like you need some major training for your "troops". If one or
more tasks absolutely MUST start on a particular date, (and I doubt that
is really the case), then you need to tell the performers not to work on
those tasks until then.

Project can't manage your people for you, that's your job. Project can
only respond to the inputs it is given. If a performer says they
completed a task early, then that is how Project will show it. In most
cases, getting tasks done ahead of schedule is desirable. There are so
many things that can go wrong some early completions are needed to
offset the slips so the plan is still viable.

Train your people how to use Project properly. Then the application will
help you manage the project.
