Contacts can not be set as the default "Show Names first"

I have a large contacts claint list with one of my users that is to be
shared, and they also want it to be the default address list. The sharing
part we have gotten to work, but setting is as a default "Show list list
first" it does not appear as an available set of contacts. Normal
navigation to set the default list is as follows.

Out2003 > Tools > Address Book > Tools > Options > Show This List First

When I do this, that set of shared contacts is not available. Is there
something about it that needs to be published so it can be seen?
