contacts is not display in address book

Names and Addresses in Personal Address

Hi,
In our company we have terminals en terminal server, exchange 2003, the user
works with mandatory profile (predefined). My user must every day his
contacts enable by clicking "contacts/properties/outlook address book/show
this folder as an email address book". How can I configure that the contacts
display always in the address book ?
