In the drop down menu for contacts I have three choices, Outllook Address
Book, Contacts and Contacts. One of the Contacts is empty, the other has my
Contacts in it, how do I delete the one empty contacts or make the other the
Default.

Just remove it. If you can't figure out how, you must post your Outlook
version so someone can tell you how. It differs with each version. Always
post your Outlook version when you ask a question.
In some versions you remove the invalid entry here:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change… >
