Content Controls and Building Blocks

Can sometime point me in the right direction (or turn me around if I'm
going the wrong way)?

I am developing a Word-Addin with Office 2007/VSTO Cypress to allow my
users to create legislative documents. I want to have a very strictly
structured document thus content controls will allow me to do this - I
can also use xml mapping to get at data within those controls to access
data. Here are a couple of questions I have:

1. Can I have content controls with the same name or would it be
better to create content controls programmatically such as Sponsor1,
Sponsor2, Sponsor3, etc? If the controls have the same name - how do I
map those to xml and what happens if the document is later edited that
removes say Sponsor2 - how does that affect my mapping?

2. What is the difference in Building Blocks vs. autotext? Since we
are creating legal documents, we use lots of clauses and blocks of
existing text. Currently we are using autotext that has user input
fields embedded - should we replace this with building blocks?

I am excited about the changes in Word 2007 - it is exactly what we
need - I've been trying to lock down sections of the documents to
prevent users from deleting bookmarks and various formatting and have
relied on protected sections - what a challenge! (we are currently
using Word XP)
