Continue from previous section not working

I have a Word 2007 document with numerous sections going back & forth from
portrait to landscape. Sections end with a section break (next page). Page
numbers are in the footers.

Section 1 is a title page (portrait) with no page number
Section 2 is a table of contents (portrait) with page number formatted as i,
ii, iii... and to start at i
Section 3 is text (portrait) with with page number formatted as 1, 2, 3,...
and to start at 1
Sections 4 - end are combinations of text & objects, landscape & portrait
orientation and each starts with page #0 instead of the next page number. I
have tried to make the page numbering continuous by using the Insert>Insert
Page Number>Format Page Numbers> and changing from "Start at 0" to "Continue
from previous section", then clicking on "OK" ("Close" is not an option, just
"OK" or "Cancel" are the only choices). When I do this, everything looks
great. All page numbers are continuous from page 1 - end.

However, when I save the file and then reopen it, Sections 4 - end all start
with page "0" again. When I go to one of those sections and select
Insert>Insert Page Number>Format Page Numbers>, "Start at 0" is selected.

How do I get my page numbering to work?
