It looks like that was removed. It might be because the handwriting
parsing is improved in 2007, and there (in theory) should be fewer
instances where ON mistakenly starts a new paragraph.
If you need to combine paragraphs, the other tools (dragging by the
paragraph handle or container handle) are still available.
