"Continuous" Section Breaks That Aren't

I have a long document in which I want to insert a number
of continuous section breaks. Most of them have gone in
just fine, without disturbing the pagination. One insists
on breaking the page, even though it claims it is a "non-
breaking" section division. I've tried inserting the
break at different points, but that doesn't seem to matter.
I'll be very grateful for any ideas on how to break
this logjam. Thanks in advance.

Is the preceding section a multi-column section in which
you have footnotes?

No. It's a single column section. It does have
footnotes, though. Thanks for the reply.

Are the footnotes set to restart on each section? This
option apparently cannot co-exist with continuos section
breaks, because if it could, the same footnote number
might appear twice on the same page.

I have begun to suspect that they are, because some
of the automatic numbering of footnotes is not working.
(I should explain that this is a document I got from a co-
author who uses WordImperfect.) If you don't mind, where
does one find and set or unset that option? I'm not
familiar with it. Thanks for the lead.

1. Insert | Footnote (Insert | Reference | Footnote in Word 2002 and above).

2. Change the Numbering setting from "Restart each section" to "Continuous."

3. Click Apply (not Insert).
