Control access to top-link menu

Hi,
I need to create a custom top-link menu in order to host some information.
It`s required that only the people that belongs to some of the groups and
categories i have created could see and access this top-link menu.
There is any way to control what groups or categories could access custom
top-link menu? and side-pane menu?
