Control Downloads

I've checked all the download options for controls on explorer, and they are
all enabled. Does anyone know what the following error is specifically
complaining about?

"The controls for Microsoft Project Web Access could not be downloaded
correctly. Please check your security settings in Internet Explorer or
contact your system administrator."
