Control tip text

I have set control tip texts for all of my fields displayed on a form, when I hover the mouse over the fields the control ip text shows only on some of them, on the others I have to click in the field before the text will show.

Any ideas

Sometimes you'll have another control, such as a rectangle, that is
actually on top of the controls in question. In design view, select the
controls that aren't displaying their controltips, then click menu item
Format -> Bring to Front.
