Control Toolbar mysteriously appears

When I go to the VBA editor and insert a macro (any kind of macro---even a
totally blank one) into the part under Normal that applies to the present
document (for example, "Project MyDocument"), then the Control Toolbar
always pops up whenever I open that document.

How can I stop this?

you may want to check out the Visual Basic newsgroup.

More than likely because you have your Macro Security set to High.
Check under Tools/Macro/Security and set it to Medium so you can
enable the macros when prompted.
