Control Toolbox keeps popping up and I am in design mode

Whenever I open a new email message the Control Toolbox pops up and I am in
design mode. How do I get the control tool box to stop poping up and how do
i get out of design mode? I turn it off on the control toolbar before I
close it, but it still keeps popping up and I am back in design mode.
Additionally, when I open Word, I am automaticly in design mode.

Thanks for any assistance. This is driving me nuts!
