Controlling Page Breaks

I have a report which consists of a letter to a consumer, plus a list of
attachments (on the same page) followed by a travel sheet. The Travel sheet
contains the same list of attachments, plus routing information for the
warehouse staff - in the real world, the letter is matched with it's
attachments and mailed out, and the Travel Sheet comes back into the office
recording that the fulfilment has been done.

Everything works fine when the Front Letter plus its attachments fit on one
side of paper. If the list of attachments go over a page, however, we'd like
to print the extra attachments on the back of the Front Letter rather than
on a new sheet.

To do this, we print everything duplex. But this means that I'm putting two
manual page breaks everywhere to ensure that the Travel Sheet doesn't get
printed on the back of it's Front Letter. (Front Letter, break, break,
Travel Sheet).

Is there a better way for me to handle this?
