Controlling the sort on data Exported to Excel

We are trying to control the sort order on a table that we are exporting from
MS-Access to Excel for presentation and distribution. We had put primary key
on the table, which was working for a while. Now it seems to sporadically
fail. Short of creating select queries with an order by and then exporting
the query, does anyone have any ideas?

Using a query is the standard as as far as I know only reliable way to
do it.
