Conversion of Access 97 to Access 2000 doesn't work.

I have an Access 97 database which works fine on the
computer it was created on. The database was copied to a
CD and then copied to my harddrive where I am running
Windows XP and using Access 2000. When I tried to open the
database I got the following message:

You can't make changes to the database objects in the
database 'Back Office Server.'

This database was created in an earlier version of
Microsoft Access.

To convert this database to the current version of
Microsoft Access, close the database, point to Database
Utilities on the Tools menu, and then click Convert Database.

When I clicked OK the Microsoft Access toolbar totally
disappeared along with Edit, View, Insert, and Tools. The
only option under File was Exit. After exiting and
restarting Access I followed the instructions for
converting the database. Access reported that it was
converting the database and then compacting the database.
It did not report any errors. Per instructions I saved the
converted database with a new name and then attempted to
open it. All I got was a gray screen with no toolbar and
only File, Window, and Help available. As before, the only
option under File was Exit and all options under Window
were greyed out. The options under Help were available but
as usual Microsoft did not provide any help whatsoever
related to this problem. Has anyone seen this problem
before and found a solution to it?
