convert field with text to number

Is there an Excel function I can use in a spreadsheet cell formula to
convert numbers surrounded by text to a number, for further manipulation.

Specifically I want FUNCTION(E 0.384) = 0.384

The cells I want this to work on will all have "E " followed by a number.
