Convert proposal to real project in PS2007

Does anyone know which permission allows a person/group to convert a
proposal to a project plan? Is it 'Change project state' or something like
that in the section 'Projects'?

I believe you need to add the user to the Proposal Reviewers group. Hope
this helps.
