Converting Access 95 to Access 2003

I've tried repeatedly to convert my old Access 95 database into Access 2003,
exactly following the instructions in Help. But every time it supposedly
converts, the newly created file says "You can't make changes to the database
objects in the database 'ptwmdata.'" It only allows me to read the old data,
but I cannot enter new data, or use the database in any useful manner. I've
also tried "Compact and Repair" but I get the same bad results. How can I
salvage my old database?

Make sure that the database will compile in A95. If you still can't convert
it, create a new empty A2003 database and import all the objects. Don't
forget to set any necessary references.
