PHP is *NOT* a Publisher extension - it belongs to older versions of Picture
It Home Publishing (Publisher) and is completely proprietary and cannot be
opened by any other application.

In addition to Bastet's response, .pub is not just used by the "2000 series
of programs", whatever that is, it is used by Microsoft Publisher 1.0
through 2003, as well as Ventura (currently a Corel product)
