What version of Office do you have?

If you have Office 2007, you can insert the .jpg into a Word file, then save
the file as a .pdf from Word.

I missed the part where you said the reason for wanting to convert to pdf
was so you could make changes. If you have Adobe Acrobat 7 (standard or
professional version, not the reader), getting the file into pdf is no
problem. Editing a picture in Acrobat... now *that* would be the problem,
since it's not designed to edit pictures.

Or, are you saying that you plan to make changes using MOPM, and *then* want
to know how to get the picture into pdf?

If the file is displayed in Microsoft Office Picture Manager, choose File -
Print, and set the printer to Adobe PDF. Choose whatever options you want.
When you click Print, it will prompt you for a file name.

This assumes that you have Acrobat 7 (standard or professional), and not
just the Acrobat Reader.
