Converting my document from grayscale to color, how?

Im working off a publisher file made by someone else that is in all black and
white. When i try to ad color to something, i dont seem to get any options
for adding color and only different shades of gray to choose from. So im
assuming its set as only using black colors? If so, how do i change it to
use RGB/CMYK/PMS colors so i can add color to things?

My printer isnt a color printer but normally i can still select color on my
PUB files. this was made on another computer too by the way. I did check
though and the general windows box where you pic color or grayscale, those
options were not even there for some reason. I then selected a color printer
i have which did give me those options and set to color (already was
actually) and when back in the document, it still is only letting me select
gray, no color at all

Obviously the file has retained the settings from the original creator. I can
take a look at the file if you want.
Select a picture, on the picture toolbar, click color (looks like a bar chart)
click Automatic.
If the creator only used gray scale images, there may not be any way to change
to color. If you copy, paste special into a new publication, does the color
appear?

Thats what I was thinking. I copied/pasted one of the pages into a new blank
document and color worked. It also seemed that some of the graphics used
were color to begin with too but were BW on their file. I rightclicked on an
image, FORMAT PICTURE/PICTURE/COLOR and it was already set to automatic (with
grayscale, black and white, and washout being the other options). When
pasted into the new blank document, it was still set to automatic but it was
now color.

It just seems that there is some overall setting set somewhere to keep
things in grayscale only and cant figure out how to unlock it

got it...
Tools > Commercial Print Tools > Color Printing
It was set to Single Color :)
