I have seen this done, I think but can not remember how to do it. When you
scan a form how do you convert it to(??) so you can now type on it. Like fill
in blanks or change some thing.

A scanner usually comes with software for Optical Character Recognition (OCR),
although it's usually a "lite" version of a commercial program.

If you don't have that, but you do have Office, look in the Start Menu >
Programs > Microsoft Office > Office Tools list for Microsoft Office Document
Scanning. It's a very rudimentary OCR program, but it may be enough for what you
need.
